- Zero tolerance for corruption, bullying, and toxic organizational culture.
Specific expectations
Event organization
- Keep every event inclusive and welcoming.
- Promote a safe and respectful environment.
- Publish a clear Code of Conduct for every event.
- Have a clear plan for handling misconduct reports.
Community engagement
- Be respectful and inclusive online and offline.
- Use your position to promote diversity and inclusion.
- Avoid posting anything offensive or discriminatory.
- Uphold DEVCON’s values in every interaction.
Financial integrity
- Uphold the highest standards of financial responsibility and transparency.
- Report suspected financial misconduct to the national office and accounting team.
Bullying and harassment
- Do not tolerate bullying or harassment, in person or online.
- Make it safe for anyone to report incidents.
- Act immediately on every report.
Healthy community environment
- Promote a positive, collaborative culture in leadership and chapters.
- Avoid gossip and negativity.
- Foster open communication and respect for diverse viewpoints.
Data privacy, photos, and safe space
- Your information: unless stated in the event consent form, we will not share personal information like your name and email with partners and sponsors. See the Data Privacy Notice (opens in a new tab).
- Photography and video: documentation teams capture photos and videos for promotion. Attending means you consent to your likeness being used.
- Safe and respectful environment: harassment, discrimination, and threats are not tolerated.
- Safety and responsibility: we do our best to keep events safe; attending means accepting the inherent risks of any event.

Reporting misconduct: if you experience or witness a violation, report it immediately to a member of the DEVCON leadership team. Every report is taken seriously and investigated confidentially. Anonymous reporting is available.
Anti-bribery and corruption
Uphold the highest ethical standards with national, local, and global development agencies, government bodies, LGUs, and other organizations. We have zero tolerance for bribery and corruption.
- Gifts and hospitality: never offer, give, solicit, or accept bribes, kickbacks, or improper payments. Gifts must be reasonable and never meant to influence decisions.
- Conflicts of interest: disclose any potential conflict to the national office immediately.
- Record-keeping: keep accurate records; external financial dealings must be documented and approved.
- Reporting: report suspected bribery confidentially. Retaliation against good-faith reporters is not tolerated.
Consequences of violation
Violations may lead to disciplinary action, including:
- A warning
- Preventive suspension during investigation
- Removal from the leadership position
- A ban from future DEVCON events and roles
By following this code, officers and volunteers help build a Philippine tech community that is welcoming, inclusive, free from corruption and bullying, and respectful of privacy.
